Pipeline and Hazardous Materials Administration

The US Department of Transportation's Pipeline and Hazardous Materials Administration (PHMSA) is charged with ensuring the safe and secure movement of hazardous materials to industry and consumers by all transportation modes, including the nation's pipelines.  PHMSA was created under the Norman Y. Mineta Research and Special Programs Improvement Act (P.L. 108-426) of 2004, which was signed into law by President Bush on November 20, 2004. 

The creation of PHMSA provides the Department a modal administration focused solely on its pipeline and hazardous materials transportation programs.  Through PHMSA, the Department develops and enforces regulations for the safe, reliable, and environmentally sound operation of the nation's pipeline transportation system.

Safety Regulations are complicated as they vary with type of fuel and mode of transportation.
